The earliest sunset is December 12th. At any rate that is what it is in Rutland. Towards the North of Scotland the earliest sunset is a couple of days later and in Mediterranean countries it is almost a week earlier.

Yes rhe solstice is the shortest daylight, longest darkness. By a few seconds, each day after the sunset gets later, but as @JennyJ correctly says sunrise continues to be a bit later till Dec 30th. It's all to do with the tilt of the earth, and the fact that our orbit round the sun is not completely circular. In most peoples perception there's not much in it till about the 2nd week of January, if you get a clear bright day then you notice the daylight being longer. The difference in daylight hours then begins to accelerate, and us gardeners start to look forward to a new season of growing. 🙂
