I agree with Dove Lyn, nothing to do with the claiming culture, you're Dad is entitled to the money and quite obviously needs it. I promise you that if you had refused to help him and social services were having to care for him, that form would have been filled in and the claim would be being paid.
I did actually say that to someone in the Social Services Dove, I was told no, that's not the case, all that money goes into hospitals, doctors and nurses.
