We have quite a number of allotment sites in this area which are supported by the council. Not sure financially if they will continue to help with improvements due to cut backs, but last year there was so much in the pot and we had to bid for what each site wanted. To be fair it was evenly distributed, we got a gravelled track installed running the length of the allotments.
The allotments behind my house had a fence replaced running round the entire site one year and a petition stopped the council reclaiming the land for building on it last year. That site only has about 12 plots on it but the entire neighbourhood signed the petition.
Here is a pic of the train we built out of pallets and painted with flowers in, you will have to look at the garden sometime when bulbs are out looks good then
This is the pallet thread I started lots of info of what you can use them for

Near me in Southampton not too far, the train station garden where I volunteer is on the Portsmouth line
I also think allottments are important part of the community and should not be built on
Tend to think some councils might engineer no use , so they can build on , or am I being syndical !
Stagbeetle, couldn't agree more.
