I honestly don't recall a year where the 'best dancers' didn't get to the final. A normal final, with a full complement of dancers, will generally see the cream float to the top.
There have been the odd surprise exits though. Remember Aston Merrygold & Dev Griffin. The former should definitely have been a finalist.
I should have qualified my previous post by saying that some of doubtful ability have also gone a long way in most years, but I haven't seen a situation where a less able dancer has won the overall competition, or even reached the top 3.
Certainly in the discussion I heard on R4 today about deafness and the arts, the silent portion of the performance was described as intentional … although it was pointed out that it was ‘symbolic’ rather that representational as most deaf people hear sounds, buf distorted, muffled and sometimes cacophonous due to horrendous tinnitus. My young relative who was severely hearing impaired said that there was never quietness in her head but there was nothing that she could hear … even with her powerful hearing aids all they could do was to make the sounds outside her head louder than the ones inside it.
I suffer from tinnitus, although thankfully at the lower end of the scale. I can certainly confirm that there is never quietness! For me the noise is like the noise from a radio when not properly tuned, a sort of high pitched whistle. It gets worse in noisy environments which is why I absolutely hate large family gatherings.
The so called News programmes don't always get it right last night they said that Rose was the first deaf contestant but in fact Ben Cohen is also deaf you would think that they would have known.
I must admit that l didn't know that about Ben Cohen @barry island. I see that he said that he wasn't allowed to talk about it back then. Things have changed, and for the better.
The only winner l can think of who probably wasn't the best dancer was Chris Hollins who won with Ola Jordan back in 2009. The judges did their best with low scores and "talking him down", but l think the public liked his personality and approach and didn't like being told who they should vote for. I seem to recall Len Goodman being particularly disparaging about him on It Takes Two, but that could be my memory playing tricks on me.
@AnniD I agree about Chris Hollins. I also think Danny Mac was the better dancer when Ore Oduba won in I think 2016. He was good too though. I remember his dramatic shock when they announced he'd won 🤦🏻♀️
Sometimes these television types can tend to be dramatic he was well known for blubbing throughout the series, I can't get the image of Rylan bawling at the knees of Nicole Sherzinger out of my memory banks in the X factor no doubt that worked and the BBC now think of him as a young talented presenter, still what do I know as a license payer!
We never watched the X Factor so didn't know who Rylan was. I thought he was from The Only Way is Essex (also never watched) so we both had a prejudice against him when we first encountered him. But he seems to have blossomed as a very capable and likeable presenter.
Same here @didyw ... I think he comes over on tv particularly well ... I like his interviewing style on It Takes Two ... he actually lets the guests speak more than a few words and it's become much more interesting as we learn more about their personalities.

I must admit l like Rylan, although l can see why he might be a bit "Marmite". Ore used to drive me mad with his blubbing, l can understand with the stress of it all that emotions run high, but he was crying practically every week.
I agree with you @star gaze lily ,Danny was robbed ! They had a piece on Oti on It Takes Two last night showing her various partners through the years, and amongst them was her and Danny's samba. One of my all time favourites.

Both Ore and Chris Hollins work for the BBC 😉
I don't watch X Facter, but have seen playbacks of Rylan on other programmes.......it certainly sticks in your mind 😂
