Surely fines should be set slightly over one's ability to pay ? Otherwise it has little impact on the miscreant whether it be £50 ( non footballer ) or £4 million (footballer, banker or WHY ) Unlikely tho that a court would hand down a fine for £4 million simply to make a point. Apart from that, where exactly do these "fines" end up ( assuming at least some of them are actually paid ) - general govt. or divided between police, NHS, local councils ?
I'd suggest a fine should equate to multiples of an hour / day / month / year's income depending upon severity.
Taken to it's logical conclusion that would mean that the scumbags who have never done a day's work in their life would never be fined for thieving / drug offences etc, etc as they have no income.

Yes, but if that money is taken they will just apply for a hardship payment because the money they have is too low. End result - we give them money, take it back off them, then give them more to make up for the money we've taken off them. As for community service - they wouldn't turn up and they know that nothing will be done about it.
