Have you tried just looking at the sky and the horizon? That tells me a lot.
What? When there an App? Are you mad? That would be like going to a concert and actually enjoying it in real time rather than watching it trough a 2" (sorry, 50mm) scratched phone screen so i can enjoy it all later.....
@steveTu Don't do concerts. Too loud. Hurt ears if it's rock/pop. Not good at sitting still for classical and find oth'r people's fidgetting irritating. Prefer it as background for crafting or some such.

Ah...but now it all depends on the data source. BBC went Meteox rather than Met Office. So I have the Met office localised forcecast (App) that gives rain radar, Meteox rain radar (App), OpenWeather (Applet) and Accu weather (as that's what my Smart TV uses - and if it's so smart why can't it make me a cup of tea?). All different data sources, saying slightly different things. Oh calamity. Just write 'turmoil' on my forehead and consign me to the home of the permanently bewildered.....
...ps still raining...and the apps say (sniggeringly)...even the map of the UK looks like it's laughing at me....while it tries to kick Ireland into touch....
..and they were all saying <5% all morning when I got up at six...
