It sounds like Catalpa bignioides 'Aurea' from the description. But yes, could be Cercis 'Golden Falls'. Or maybe Cercidiphyllum japonicum 'Pendulum' if the yellow leaves were autumnal.

@Loxley not sure if those trees are exactly right, but they're gorgeous trees anyway, especially the catalpa bignoides!

Episode 30 of 2022s season starting around 35:00, the tree in question was a fagus sylvatica 'aurea pendula', specifically trained to be more upright and narrower than a standard one you see on Google!

Glad you have found it. That was the segment I was thinking of and it shows how we can miss remember things because I swore it had a presenter there. Was nice to watch it again.
Sometimes these programs give false names on instruction from the garden owner I presume. I watched a gardening program where the garden owner was very proud of her beautiful garden plants which were amazing and noted the Latin names of them all. Could not find one on an internet search.
