@Dasha How low is a low hedge for you? I would struggle to keep Tottering under 4 feet I think, however it has many merits, including continuous flowering, excellent health and hips, big orange/red ones, and large single yellow flowers, very floriferous. It sends up frequent basals which go straight up before arching over. It forms a thicket of stems so well suited to hedging. Location would not be a problem.
Kew Gardens is equally floriferous, perhaps moreso, and thornless but no hips. Different growth habit, extending itself mostly from its framework. White single flowers with a yellow centre on opening. Loved by hoverflies. Likewise, location would not be a problem.
Tottering... multi stemmed, thicket like growth.. ..such pretty flowers.. ..masses of hips.. Best of luck choosing ..

Thank you so much, @Marlorena! Those hips are amazing! I think I have to have some of that Another rose that produces hips is Scarborough Fair, right? Would it be a good alternative to Kew Gardens and Tottering By Gently (in my part shade)?
Forgot to mention the hedge height, sorry. It will be on a slope on top of a retaining wall. At the bottom of the path the wall is pretty much at ground level but at the top it's 2.5 or 3 feet. I suspect 4 feet or more of Tottering might be a bit too much then unfortunately. But I am determined to find space for it somewhere else
'Desdemona' also makes a nice hedge, about 3.5 x 3 feet.. perfect size.. these roses are expensive to buy for hedging purposes though.. I had 4 in this picture.

Desdemona I feel would be perfect but it won't get full sun in my location so I discounted it on that basis.
They are pricey no doubt! I would need about 7 meters worth of plants I think. But that's the problem for another day...
I do quite like Scarborough Fair - how floriferous is it compared to Kew Gardens? I am sorry for bombarding you with questions like this! No matter how hard I try I just can't seem to find any info comparing different roses and I don't have enough personal experience yet. Really appreciate your help!
Well it's almost equally as good really, it flowers profusely when established and is continuous when it's been in the ground a couple of years.. it is compact enough for your height and width requirements and so wouldn't outgrow its welcome.

..this is a first year plant, own root, so smaller, but showing good repeat flowering in August.. virtually continuous bloom even when young.. ..such pretty flowers..
@Marlorena you are not making it easy for me to choose with all these beautiful pictures! I was all set to get Kew Gardens but the lack of hips is bothering me somewhat... This hedge will be prominently visible from my living room so I thought it would be great to have hips to look at during winter groom... It gets rather dark around here
So Tottering would be perfect if not for its height... Maybe if I put a low evergreen hedge in front and push Tottering back so it doesn't tower over the path then maybe it can still work? Decisions, decisions...
On the other hand Scarborough Fair is great and seems to tick all the boxes. Not sure why I am hesitating I forgot to ask if it copes well with part shade?

Or consider 'The Lady's Blush'.. a charming rose, very floriferous. I have 2 in my garden now.

Yes it does, I've grown it north facing as well as in full sun. So, not a problem.
