What a miserable/rollercoaster day I have had regarding this house purchase. Been told one thing by the man at the bank, went to see the notaire to clarify, he said exactly the opposite to what the man at the bank said, I now have another appointment on Tuesday to try and clarify for sure with someone else at the bank, someone higher up as it were. All terribly complicated and disappointing.
The man at the bank said I would have to have all the recommended work done before 1st January 2025, and have the means to do it, 45,000€, and the bank wouldn't lend it to me, or possibly only half at a push. He said they are not allowed to make loans on properties marked 'F' in the energy efficiency rating. I said what about the agreement we signed, and he said because it was made before this 2nd energy report was made it doesn't count. He even went as far as saying that no bank in France would lend on a F rated property. He told me to ask the vendors to reduce the price by 22,000€, which of course they won't, I did ask.
The notaire said it's absolutely not true, and the deadline only counts for people who will be renting out their houses, which obviously, I am not. The notaire also said that the government will give grants for all energy saving improvements, in some cases it could only cost me 1€. He says my account manager is ill informed and possibly covering up for the fact that his bank is in financial difficulties and not lending to anyone at the moment where any risk might be involved. He also said my bank hadn't completed on a single house purchase through his office this year, which he found very unusual. He recommended I went to a new bank altogether.
So, all very disappointing and confusing, frustrating etc.etc. And, I feel like I am back to square one, or even worse.
One thing is for sure, if I end up getting a loan from another bank I will be taking all my business accounts with me and all mine and Charlie's savings accounts too.

The Notaire is correct @D0rdogne_Damsel, as I said, you only have to do the work if you want to rent it out. I had the loft insulated at my old house for 1 euro. Sounds as though the bigger problem is the loan to buy it. I hope it all works out. Or did the bank man just mean a loan for the improvements?
It has been very warm today, 30C on the patio. We ate outside this evening.
I got a bit too hot gardening. The raspberries are now weeded, fed, watered and mulched. I've removed the grass, dug and dug in a load of compost an extension of the orchard bed so that it goes round the corner to the donkey paddock. It will make mowing around the corner of the fence easier. I have a rose and 2 plants to put there and there is already a viburnum maresii at the end.

@D0rdogne_Damsel, what a shambles! You must be at your wits end now, I am so sorry it's all going so wrong. I agree with Busy-Lizzie, the man at the bank doesn't know what he's talking about so I hope the meeting on Tuesday clarifies the correct situation - and more to the point that they stick to their agreement to lend you the money.
I've not done much again today apart from watering the potted plants this evening. Saw the osteopath this morning who manipulated my shoulders, arms and neck so felt fit for nothing when I got home. Hope I don't ache too much tomorrow!
You've been energetic @Busy-Lizzie, sounds like your garden is beginning to take shape. I expect it looks beautiful with so many roses.
Thanks for the kind words everyone, and advice. I am sure you are all as sick as I am about this on-going saga. Unbelievable. It is the loan that is causing the problem, well according to the bank manager, if I was paying cash it wouldn't be an issue, but according to him this 'F' rating bars the loan. I will go to another bank, but the process is so slow, very frustrating.
I have a Plan B, which isn't really a good plan, but is a fall back position. I do own a house, it just happens to be a restaurant on 3 of the 4 floors. I could 'move' the restaurant to a rental premises, there is a large restaurant up for rent 5 minutes away, and turn CdeG back into my personal home. As I said, not ideal, on so many levels, but I do know I need a private space of my own, a safe solid place for Charlie to be able to access whenever he needs and somewhere I can develop a garden and a living space that is all my own.

Right, having an escape day with Charlie today, and his dad isn't coming, we're going on an 8km Terra Adventure/geo caching.

It’s an overcast and very still morning here in Norfolk … the birds were very noisy at 3:30am!
