I have this odd little nips off the edges of rose leaves. Not really like molluscs, nor weevils. Any ideas?

I'm not sure about the difference between  Blue Moon and Twice in a Blue Moon either @Alfie_
One Twice died over winter , ( placed in the ground as a bare root in spring) the other one planted at the same time is alive but a bit weedy. The replacement Twice ( that was sent after the first blooms opened and it appeared to be one of each instead of two Twice) is healthier.
The removed Blue Moon was put into a pot, and I still haven't found a home for it yet, and seems sturdier than the ones in the ground, just less stems.
All in all if you looked at them all there is little difference in leaf, stem or flower. 🤔🤷‍♀️
