Interesting video from 2012 on taking dahlia cuttings in the a normal way (not taking a bit of tuber with it). Dave is a competitive dahlia grower. I will try it this way next year.
Mine are finally starting to bud and bloom again after quite some time off, but nothing spectacular.
Someone mentioned dahlias are from Mexico and can handle plenty of heat as a result. While true, it's only half the story - they grow in the mountainous area and do best with cooler nighttime temperatures. If it doesn't cool down enough (not sure what temperature is ideal, but it seems to be below 70F) overnight, they won't bloom as well even if the foliage looks good. Humidity may also play a role, as they also seem to like slightly drier air.
