No ... that’s mob rule and anarchy ... we have a police force, a legal system and courts to deal with wrong-doing.
If the police do not take action, for whatever reason, then the OP can request an appointment with the elected Police & Crime Commissioner for that area.

I agree. You can ask for legal advice from your lawyer. Your neighbor can't film your property with out you consent for sure.
This is harrassing behaviour by your neighbour, Take plenty of photos giving evidence of where they are and where they are pointed. Ask him formally to point them elsewhere in writing . if he refuses start to build a case against this person. I think you will find he is in breach of privacy laws.
And it's a very dangerous route to start going down too.

Thank you everybody. We are in the process of getting legal advice and have been collecting evidence of his cameras moving to get a better view of our property, as it looks like the only way to put a stop to this is with a civil case. In the meantime, we've bought 3, 6-7ft, tall bamboo plants, 2 of which are in tall pots and the other 1 is planted in a wheelie bin (it is massive), so hopefully we can enjoy some more private time in the garden before winter sets in. This is not really a gardening matter and I dont see how we can solve your situation.
It should be referred to the correct authorities or at the least employ a Solicitor.
