Help please blocking neighbours CCTV

Sorry it's long winded....

I am wondering if it's possible to plant willow in old wheelie bins? Has anyone every grown anything in bins with any success?  I'm looking for something which grows super tall and very fast, which could be planted in a wheelie bin (thinking about planting in a bin so we instantly have 1m above ground level, and if necessary it can be moved. 

We have a 70yo neighbour, he's a single man living himself, who has cctv pointing only into our garden back and front (it doesn't capture his property) and we are trying to block them.  He says they're for security and he seems to get enjoyment from the fact we don't like them, so he refuses to remove them. We do not feel comfortable about them or what his real intentions are, particularly as we have children under 16 and teenage daughters. The police and council cannot do anything.   Any help regarding what we can grow or build quickly to block him and his cameras out would be greatly appreciated :)

    I'm sorry you've got that problem. I don't think your neighbour is now allowed to point cameras towards your property and I'm surprised that you say the police and the council won't do anything about it. Have you made formal complaints in writing to them and him?  I believe there was a court case last year? that settled the matter.

    On another neighbours dispute on this forum, the poster was advised to check their home insurance policy to see if they had a legal advice helpline included so you could try that perhaps. Citizens Advice Bureau might also help if they are now open.

    I'd be tempted to take down the CCTV cameras and put THEM in the wheelie bin  B)

    Unfortunately he may then claim trespass and criminal damage. 
    Did the police and/or council representatives speak to your neighbour? 
    According to this, you could try invoking the Human Rights Act.

    I would certainly try contacting the Citizens Advice Bureau as a starting point.
