Can anyone explain why, if quarantine of travellers is so important, it's ok to wait a fortnight before implementing it?

No, nor all the other delays in implementing protective policies to prevent transmission.

  • So all their pals can get back from skiing or sunning themselves in Dubai?  :/

No ski lifts open in France or Italy @Dovefromabove but they are in Switzerland.  Open in Austria too but entry restrictions mean they're only for locals to use.

  • Just because they’re supposed to be for locals only doesn’t mean some aren’t trying it on. Apparently some are trying to get away with masquerading as long-term chalet staff

Doesn't surprise me that people will cheat but Austria does, at least, seem to be imposing some kind of entry controls.   Given that the first major infections started in ski resorts last year both France and Italy have just closed their resorts.

Setting up quarantine in hotels and sorting out those contracts, security guards, food supplies etc must be a hell of a job @Dovefromabove and @B3 and not something that could be done overnight. They seem to be working as hard as they can to get it up and running.
Nevertheless I personally feel it's a waste of time, akin to Canute trying to stop the waves. I think they could just ban all tourists from anywhere full stop, although that itself has its difficulties as apparently a lot of our food and other supplies are bought in the holds of passenger aircraft which keeps the cost down. Dammed if they do and dammed if they don't.

Oh no @pansyface!  I hope you have someone able to take care of you.  Or at least drop around some hot soup or broth.
