You could look at a variegated privet hedge. Lovely cream colour and keeps its leaves. It also shapes really nicely. Privet went out of fashion but I think it makes a lovely hedge when kept in shape. Also you can keep laurel in a short hedge - mine is about 3 feet high but it is more difficult to keep trim as the branches are thicker.
PS if anyone knows how to get rid of hypericum out of the border without having to dig everything up please let me know. I made a mistake of keeping a shrub that the builder left in a border now it is trying to come up everywhere, in-between all my border plants. I truly hate it!
I don't have it sprouting up anywhere else, its also quite easy to trim down. It actually needs a bit of a trim in that pic lol. Have been thinking of putting an arch between the two hedges this year.
I like it because it has flowers through the summer rather than just leaves.
Beaus mum has suggested ceonothus which is a good idea, can anyone tell me which ones are upright, the one i have seems to be a creeper...not much use for a hedge!
Have just seen a gorgeous daphne which would have finished flowering by the time the roses bloom...i want them all!
Just saw that tread about rosemary, could always use that i suppose? Wonder if it would help with rose health like some of the other herbs are supposed to?

Don't think it comes in other colours. Sorry about sad face smilie lol, tried to add something but I got that instead. Yes it does, birds like it too.

Hi Bekkie - never seen ceonothus used as a hedge before - does it like being clipped? Upright ones that I have are Pugets blue and concha
