Most of the staff at DWP and similar government areas are overworked underpaid and under qualified, have lousy managers and horrendous working environments. Ever heard the expression "pay peanuts, get monkeys"?
PIP was set up by THIS government and the "assessment" is done by outside "providers", ( probably mates of Boris or sundry ministers ) not the DWP.
This may be down to me being on the autism spectrum, but the BBC keep using the phrase 'the 21st of June may be delayed'. No. It really won't. It will happen after June 20th and before June 22nd, just like it has for hundreds of years. Yes, I do know that they mean 'the covid rule relaxation', but this is sloppy and lazy, and the BBC should do better.
It was probably 9 or 10years ago that I got made redundant and signed on. Probably too early for anyone to blame the Tories anyway. I filled in forms and sat waiting. Eventually a guy came over, took my form and me to a desk where he proceeded to copy the details across to the computer system.
Nothing unusual with that but the guy was struggling to do his job. For a start he couldn't read the screen without putting his head inch or so from the screen. I'm not kidding. I felt bad about getting frustrated because of his obvious disability. The issue wasn't that he couldn't read properly just that the font was too small anyway really difficult for someone with eyesight as bad as his.
The guy also had other difficulties in sure as he seriously struggled understanding things. I had to tell him where to find things on the system because he couldn't do it. I can only think he ticks a few disability boxes. I'm not trying to be unkind here because nothing was his fault. He simply wasn't in a job he was suited for or capable of.
At the time I was surprisingly patient. It took him over an hour to enter my details, last job details, reason for signing on and area looking for work in. All stuff that got entered into the system in less than 15 minutes when I signed on previously. Then he handed over to a more senior guy to make the decisions and tell me how long I had to find a job in my area before i had to widen my search.
Overall it was a bit poor and after a month I was in a new job and finally got told I was only eligible for 2 weeks of benefits which would be paid into my account over the next week or so. It was rubbish because I was due weeks and would have won any appeal (I know a few who work there). I didn't bother because I got good redundancy and was back in work so not really needing it. The point being state interactions have been really poor for a long time even before Boris and crew could sell off to cronies. It's not colour of the party that's in power it's the pathetic systems and TBH the people working there. Whether they're good or bad at they're job matters not because IME they're all jaded and TBH don't want to be there and certainly couldn't care less about helping anyone. YMMV of course.

That explains why my report mostly consisted of the phrase 'She doesn't look as if she has any illnesses'. Zero points. I'm thinking of writing DIABETES on my forehead in black marker next time, at least he wouldn't be able to say that!
Seacrows,I love that. S friend of mine kept complaining last year,boo boo, Christmas is cancelled,I said no,it's not it's the 25,th December as per usual. I spent days trying to get through to the DWP on behalf of youngest son I am carer and intermediary for. One day youngest daughter sat on her phone me on the landline,first one to get through,3 hours, message,then "if your query is not related to universal credit can't help" disconnected. I eventually spoke to someone,who told me she couldn't access my sons records,THEN was surprised I didn't actually know she was working from home in her bedroom on her PJs. Then son received threatening letter,with hand written SAE to Plymouth office. Lovely oldest grandaughter lives there, works in mental health,got her to go and check if Office was open. She said sign on the door said open 8 till 6,NO mention of temporary closure. I sent letters forms,paid for next day delivery. A week later,it had some weird code signature,can't get through to the PO to check. My son had a bi, polar crisis and WAS suicidal

For the sake of accuracy, PIP was implemented in 2013 by the Conservative/Lib Dem coalition. Most new benefits take many years from inception to implementation so it's entirely possible that the first steps in its creation were during the Labour government prior to 2010.
I agree with Obelixx assessment of DWP staff, but 'under trained' was missed from the list, and I would suggest not all are under qualified at least in the educational sense.
As an example of the training, or lack thereof, when I started working in a department processing Income Support claims, we had 6 weeks training and were then basically told to get on with it. There was one mentor per 10 new staff. When that mentor was trained some years previous to do the same job, the training was 13 weeks and then another 6 weeks with a 1 to 1 mentor.
Most of the managers I came across in my 7 years at DWP would not have held a job down for more than a few months in private industry (the time it might take to be found utterly wanting in ability).
