So children under 18 don’t count as people?

Single parents with children count as a 'single' household. Household means who lives in that house. My Mum lives on her own so is a single household. Single parents with children under 18 also count as a single household. I live with my son so I live in a multiple household. Two single households can meet but not two multiple households. This ruling is basically for people like a single Grandparent to meet with their children and grandchildren.
Single to single is OK-this is a bubble Single to multiple is OK-this is a bubble Bubbles cannot mix so pick your bubble carefully. Multiple to multiple is not OK

No, tailor made rules are not needed. It is the law that you can only be married to one person at a time. Not tailor made, just plain and simple. I only wish that the guff this government comes up with was as clear as that. But it never is. We have to follow our instincts, according to Mr Cummings et al.

I think everyone is making it far more complicated than it actually is. It is primarily aimed at people who have been self-isolating alone so they can finally see someone else. This is so Granny can see her grandkids.If she lives with Grandad she has not been alone. Single parents with children are counted as one entity presumably because there is so much contact between them anyway.
