@papijo - are you allowed to use water that would otherwise go down the drain? - such as washing up water, water run to get hot water to the sink (=5 litres in my house!)?
I wondered that too, I can't see how they can stop you doing that. It's probably no comfort but I mentioned your situation to one of my Allotment friends. He said it's the same in Portugal (he is originally from there) , food crops are allowed but it has to be your own stored water or from your own well, not the mains. Big fine of you are caught flouting the rule.
