The only flower I can find that looks similar (which is not a foxglove) is Campanula. I know nothing about these plants am only going on flower shape.🤔

Thank you for your suggestion purplerallim, but Campanula have flowers which are bell shaped so I feel sure it is not a Campanula...see examples below.
I agree completely. I think it is the family Plantaginaceae..same as Foxglove. But it is a large family and I have got fed up looking. Felt sure someone here would recognise it in a flash.
