It's a Swollen-thighed Flower Beetle (Oedemera nobilis) although it looks very beaten up and might already be dead. The photo really shows up the amazing colour though.
If you can keep your head, while those around you are losing theirs, you may not have grasped the seriousness of the situation.
@wild edges fantastic, thanks. Earlier I gave it the tiniest of pokes but the complete lack of response does indeed suggest it's dead, and I agree it looks beaten up. A very good name that is!

You beat me to it, @wild edges. I agree, that's a male Oedemera nobilis and it looks very dead.
Managed to snap this handsome fellow, a male Poecilobothrus nobilitatus (a type of semaphore fly.) The female doesn't have the white tips on the wings:
