It does say 'Hurry though offer limited whilst stocks last!' and on the first page of the magazine it says "the first 3,000 to register this month ...".
All such offers are limited - that's real life - there's no implication anywhere that there's a free hose reel waiting for every subscriber - and if you were at work when the magazine arrived then that's just how things are - there have to be some perks to being so old you're called an OAP and have cope on a limited income
Your suggestion of charging more would be fine for those of you on a salary, but less fair for those of us on a pension. Once again you can't please all the people all the time
However, as my luck would have it this OAP was away visiting the in-laws when the GW magazine arrived - shall I have a whinge about the unfairness of life

Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
I too only received my November Gardeners World today(25 October) & also had problems getting into secret garden site only to find offer not available. I understand not everyone can be lucky but annoying that friends in other counties always get their mags much earlier than we do. I think that offers should become available from 1st of month of the relevant issue. It would still be a first come first win but all subscibers would then have a chance to get lucky.
Extremely dissapointed to recieve my November Gardeners world magazine on 25th Oct and not be able to get a Karcher Hose Reel . Also feel offers should be made more accessable to all subscribers . Magazines are obviously sent out earlier than mine and this is a disadavantage to me for applying for such a brilliant offer
I have subscribed to this for years and get great ideas for my gardening.
If you re-read the OP by Janis8 she says she called at 1pm to be told the offer was closed. The 2nd poster says they called at 4pm and were successful. There was a problem somewhere.
How annoying. My Gardners World only arrived yesterday and the offer is already closed. Hurrumph, Hurrumph. Perhaps there ought to be a go live date for some of these offers so that the magazines have actually arrived first!!!!!!!!!!!!!!! I really needed a hose too
I only received my Gardeners World yesterday so at a disadvantage over those who got theirs early. One can only hope that GW Magazine learn from this marketing disaster and come up with a better alternative in future. From the number of subscribers that would have taken up this offer, it would make good business sense to do as others have suggested and offer a hose at a slightly higher price and Karcher would watch them fly out the door and the profits boosted to boot!
to be honest I didn't think they'd be any left when I called, not surprised they ran out by 5pm. I'm sure given the responses they have had, they wish more had been available! But in fairness they have to draw a line somewhere and 3000 is quite a few

HI Nora,

Karcher Hose reel offer.
My November copy only arrived today, 27/10/16 and I have come home from work and tried to apply for this deal.... waste of time CLOSED.
It's not even November yet, how can this be fair......
Martyn Hammond
This is so annoying and makes me wonder why I get a subscription if offers like this aren't available to subscribers.
My magazine arrived yesterday and of course the offer was closed.
Rather than wingeing on here, Why not contact the magazine directly and complain?
Just a thought.
