J, the water should come out, but slowly. The very end of the hose has to be lower than the surface of the stored water. If you experiment, you'll see that the lower you have the spout the more water will come. Greatest will be when the spout is on the ground. The higher you raise it, the slower the flow, until it stops all together.
The greater the height of the butt, the higher the water pressure. But I only have both mine raised on a normal butt stand. I use one to fill a watering can, for adding tom feed. The other I just leave at the base of new trees and bushes for a bit while I potter about doing other chores. They are a bit slow but get the job done.
Of my six hoses, only two are ever attached to an actual tap.
