I think the one on the link you gave, nut is photoshopped to get the individual petals like that. It aint gonna happen folks, its about as real as the millions in your name in a nigerian bank account.
Wait: Are people actually buying "rainbow rose seeds" (presumably a nice white rose with little colour as so to best absorb the inks) and expecting them to grow into these multi-coloured roses straight out the ground?
Oh bless but we did this experiment in science at school! Admittedly it was terribly interesting but I'd be very wary of purchasing any plant from the internet that I either
a) haven't seen growing in my local garden centre
b) haven't seen on the RHS website
I can't imagine how long it takes for a rose to grow from seed. Long enough I fear for the first flowers to be several years after the seller has long gone! I do feel sad for these people. What a disappointment and waste of money!

I think it would have been Rose of the year at Hampton court flower show if it was real.

Colouring instructionsFor best results wait until the rose is in it’s blooming stage.
Using a sharp knife or scissors split the stem into 3 parts from the bottom (up to around 1 - 2 inches)
Fill three containers with water and add different a colour of food colouring to each container
Place each split stem into a different container so that the coloured water can be absorbed.
Leave the rose in the containers for a few days. Results should begin within 30 minutes but for the best results leave it for a few days.

They don't take that long to grow from seeds, I would think those seeds will be fine if you want a plain white rose.
Rosa rugosa will often produce a late summer flower from a sowing the previous autumn.
