I'm in Manchester and i only grow dahlias in pots. I did put one in the ground this spring and it didn't do anything. I found it by accident when i was planting something else and moved it to a pot and i now have leaves coming through. I take mine out of the pot and store in the garage over winter. I don't know what they'd be like 2 years running in the same pot but i know that after one year they are generally fairly root bound.

I live near Manchester ( Rossendale ) as well flumpy about 20 mile I would think. I store my Dahlia tubers in the Greenhouse / shed in sharp sand, going to try dry old compost this year. Big box of sand gets quite heavy. I start them off in the GH as well in March. I think your chances of keeps dahlias in the ground here is Zero, it rains and rains and rains

I also live 20 miles from Manchester and had a bishop of landaff left in garden for a few years, not had very bad winters so prob why it's still alive, still only buds on it tho, I'll give it some soluble plant food today see if it will flower.
My soil is clay though so that doesn't help and I've pulled up a few rotten/ing bulbs this year (not dahlias), also i have a north facing garden. I did pot up about march though and put the pots outside from late April, running out most nights with fleece and bubble wrap!
i used to dig up dahlias but last year took the chance and left them in, all came up but you have to watch for slugs as they have the new shoots off straight away, I also grew some from seeds just in case.
