It wasn't an early version of Beechgrove was it? It used to be on BBC2 in the 90s and whenever they moved to the next segment, a big cartoon bee buzzed all over the screen, made my mother in laws dogs leave the room as they didn't like buzzy things.

alternatively, perhaps the member is confusing 'The Victorian Kitchen Garden' with Harry Dodson/Ruth Mott.... she was rather bossy... albeit from the kitchen...
The woman was shorter the man taller and maybe in their early 70's. They were definitely British no Scottish accent. She wore glasses, medium gray hair.
There was another gardening programme,(70/80s) I think, where the into was a tiny fieldmouse in a clay flowerpot and the music was a spanish guitar. I think Harry Dodson was in that too.

I can remember the presenter was from the RHS and ISN'T IT JUST ANNOYING when you're trying to wrack your brain! 'Grow Your Own' keeps coming to mind but I'm not sure that was it.

That sounds like the programme Salino mentioned. Ruth Mott and Harry Dodson and both were in their late 70s/early 80s.
No I just googled photos and that is not her. My husband vaguely remembers it. Drats!
