Band D council tax in Rutland is almost £2400 a year, just about the highest in the country. Luckily our green bin fee is more reasonable - £60 per bin and 22 collections a year.
@BenCotto Band D in West Somerset is not too far behind you This Council has recently had their request for a 10% rise this year refused but no doubt they will take full advantage of the maximum increase allowed for 2024.
In my part of West Yorkshire the council are not currently charging an additional fee, though that will probably change in the future no doubt.
But...if they did start I would probably refuse the service and buy a couple of compost bins, as I reckon it takes about 10-14 weeks to fill the bin with grass cuttings and I would take anything else to the tip, though they might start charging for that at some point, time will tell.
I fill the bin in 2 weeks very easily in the summer. If we get a mild, wet Spring again I will fill the bin just with grass cuttings from the first couple of cuts.
The question of grass makes quite a big difference re bin collections and compost making. For me, no grass means less compost possibilities and less in the waste bin. I would think that if you had grass to cut and you composted all household paper and card, just those two things together could generate quite a huge amount of compost. Without grass I now struggle to get enough greens from my small garden (as I want to be able to compost all my paper).
I don't think it would be fair if we were charged for the amount of waste we produced. A lot of people, myself included, produce a lot of waste for medical reasons.
And another problem is if you start charging based on weight, there is the temptation for people to put rubbish in other people's bins.
@BenCotto, my area is in the Top 10 of CT charges. I pay more than double (at one point it was more than triple) a friend of mine does and yet I have a 3-bed terrace while she resides in a 5-bed detached in an extremely affluent area of Outer London/Surrey. 😡
Re charging by each bin's weight, I can definitely see neighbourly bin-tipping would be encouraged, as well as general fly-tipping.

As far as Green Waste is concerned, I seem to recall someone on here saying that their green bin collection was refused on 1 occasion as it was too heavy. I think it was mainly grass clippings in the bin.
I will admit that I am still putting green waste in my own green bin rather than my neighbour's, with whom I share. I figure I will just fill it up as much as I can and the leave it in the car park where we all leave our bins to be emptied. I don't really have space to store it in my garden, and I wouldn't be surprised if they empty it anyway. Since they have missed my black household waste bin twice consecutively they owe me one!
I see most people have to pay for green waste collection service. There is no extra charge here but it is only collected fortnightly between April and October. We use green bags, up to six per collection although it used to be up to 16. The council did introduce a charge about 10 years ago, can't remember how much but I guess take up was very low as they scrapped it the following year. collections can be a bit hit and miss though unlike when we paid extra when the bags were always collected on the allocated day.
