This is in my mum's garden and she bought it without a label. It looks really familiar and I'm thinking delphinium but it looks more ferny than delphinium? It looks like a miniature tree peony or celery (!) but it isn't.
Someone will be able to confirm or correct as I'm not sure, but could be Sambucus nigra Golden Towers? (an elder cultivar, can be grown as a columnar tree or as a shrub if cut back to the base every winter)
OMG BlueBirder, that's why it looked so familiar, my friend has Sambucus nigra and the leaves are identical (except they're purple obviously). Thanks so much
I almost bought Sambucus nigra earlier this year, so spent a long time gazing at photos online I guess there wouldn't be any woody stems at this stage of growth?
I don't think it's Chinese mugwort - although I can see why the app thought it was. Hopefully someone else can throw their thoughts into the mix either way. Maybe @Silver surfer can help?
It's a lovely plant - looks very happy in your photos!
