This is not a new problem! About 18 years ago, I half drowned my car engine in an unexpected flood at the top end of Thirlmere following unusually heavy rains. No mobile phone signal so my stepmother trekked 2 miles to the nearest farmhouse to call for help.

I think you’re missing the point … it’s not about poor mobile network per se … the problem is that ‘analogue’ landlines are being phased out and replaced with digital systems that will only function when the electricity network is functioning. Trekking 2 miles to a farmhouse would be no good, as if the electricity lines were down they would have no landline phones functioning.
