Would you treat this as a raised bed?

I’m not sure how far down the soil goes but I was four feet down (towards the back) when I extracted the two big stumps I’d inherited. 

When it comes to watering and keeping the soil nutrient rich would you treat this as a raised bed? It does dry out quickly. 

It may be a stupid question and you’re thinking “Of course one would consider this a raised bed!” but I just wondered if my hunch was right.

    As it is raised, and does get drier than regular beds, yes, I would treat it as a raised bed. It would be interesting to know what's underneath.

    Is the back of the bed level with pavement outside the garden?

    You know when you just need someone else to say “Yeah”.

    If we were staying here long term I might have a look and see but my curiosity is dampened by the work involved.

    in which case I'd say NO , not a raised bed, just a garden on a slope. 
    A good things as less likely to dry out as one raised 4ft above the ground level

    Am I right then to assume that the water will drain differently to a flat garden?
