He married Carrie (his third wife) in an RC ceremony …. This was possible because the RC Church does not recognise his Anglican marriage to his second wife, the mother of his first four children. In doing that he colluded with the RC Church, declaring that his first four children are illegitimate in the eyes of the RC church.

Not necessarily a clever government needed to do that ... a foolish gullible electorate and weak opposition would give the same result .... in politics, cleverness has proved to be relative.
