I personally don't think it worth contacting the landlord or the Council. That might make matters only worse and inflame the neighbours even more. I believe it's the decking/kitchen area/future noise issue that's really upsetting you (as it would me) and the fence is a secondary issue. I would just get someone to re-fix the flopping fence panel and then perhaps plant something tall in front of it or even an arbour/pergola.

Again and as @Fairygirl says, your landlord needs to inspect and the local council too. Whilst the council are bound not to disclose the name of the complainant, it will be obvious as you say. Little you can do about that but bear in mind that if they are exhibiting bullying behaviour towards you, you should contact your local Community Police Officer - a quiet word in their ear may make them think twice. Doesn't always work but worth putting it on record if nothing else. Such an escalation from a "simple" fence issue but problems like yours are sadly increasing. Put pressure on your landlord and involve other agencies as you see fit. If you have already reached such a state with your NDN that you can neither discuss the issue nor just have a friendly chat, it seems unlikely that you can return to your former relationship. You now have to try and do what is best for you and your peace of mind.
