Define scissors! I have some small, very pointy embroidery scissors which I could use to do me or someone else a damage just by poking and stabbing. I have large scissors, very sharp, used for cutting fabric which don't have such pointy ends and would need considerable force to stab someone.
I have kitchen scissors for jointing poultry which are sharp but have blunt points and the main thing there is strength of the blade and mechanism.
Generally speaking, well maintained secateurs have a very sharp blade but are best used for cutting stems so would be dangerous if a person's digit got in the way but wouldn't be useful for stabbing whether deliberately or accidentally.
The last bit is what I'm now thinking. I was using scissors as am example (e.g kitchen scissors). My conclusion is now that secateurs are only dangerous if being used to cut as the point is a lot blunter/rounder than that of kitchen scissors. Does anyone agree with my proposed conclusion?
Then train them to keep their tools clean, sharpened, oiled if necessary and sheathed or closed when not in use. Small pruning knives left open would worry me more than secateurs.

It's when you have carelessness, stupidity or bad intentions that things get dangerous.
Bypass secateurs have a pointy end which is not dangerous when closed. Anvil secateurs are a blunter shape.
