Only because there has been a backlash. Prior to that, they seemed to think their plan was sufficient. I’m not sure who in their right mind thought £94/wk would do the trick.
One problem is that folk who've not been self employed long enough to have a year's books will just have to apply for benefits. That's going to cause even more problems.

I’ve just read a statement on the Guardian from Sunak that they won’t be using historical data. Also, he said earlier in that article that they’re prioritising the employed first, hoping to get that rolled out by the end of April, then I guess the self-employed must wait til how long to get support...? If they even do, since it sounds like they’re planning on it to be means tested, and who knows what they will consider ‘those who most need it’.

Looking at historic tax return data from a year-and-a-half ago gives absolutely no guide to whether someone today who is self-employed is in the situation that they are prosperous and indeed their income may be increasing versus someone who is not.
Of course I am sympathetic to those who are adversely affected by what is going on. is The issue is one of finding a way to target help at those, rather than having something that provides blanket cash subsidies to 5 million people, many of whom will not need it and will end up costing all of our constituents on modest incomes a considerable amount to pay.
So it’s about finding a way to target support on those who most need it and that is what is requiring time and thought.’

I think it’s right, and I’m sure honourable members on both sides of this house would agree, that in terms of prioritising system design, the scheme we have set up for 90% of the workforce that is employed should be delivered first and quickly, and that is what we have committed to do, ideally by the end of April.
I don't see what the problem with using previous tax return data is; or why not just roll out 2.5K a month... we haven't got the luxury of time on our side, and we're not just talking about your typical one man band plumber/electrician here:
As a semi professional gardener with only a handful of clients, I have been careful to sound out my clients. Unfortunately, my visits to elderly clients are as much for social care and I can't see how I could keep a distance from some so won't go. For the others, I just won't have close or any contact. They are okay with that.

@markos, I think you should finish that particular job (B & Q might be open again in 24 hours according to the latest news if you can get what you need from there) - I'm afraid I don't agree with Obelixx on this occasion. If you travel in your own van and stay well away from your customers, personally I think it would be okay.
You may think it's OK but if you follow the government directives and info it is most definitely not OK. Who are you to second guess all the medical and epidemiological evidence from experts?
Amongst other potential dangers and risks such as accidents, travelling in his or her own van will at some point require re-fuelling at pumps which will not have been disinfected after the last person touched them and payments to a person who probably has inadequate protection at the cash desk.
Why take the risk of passing it on and making innocent victims and their carers either very ill, very infectious or very dead? Behave, be responsible, close it down!

Nicola Sturgeon said on the lunchtime news that she had no issue with gardeners working on other peoples property provided they observe the hygiene rules. Hardware stores are included in essential services too, so if your clients wanted to continue @markos you can do so. I really hope you manage to get enough work to get you through this.
