Where I live there are community gardening schemes. Volunteers assist the elderly and disabled to manage their gardens. I am also aware that some Age UK regions have a similar set-up.
I appreciate that such a charitable arrangement isn’t going to solve the current problem of clearance but at least it might be able to keep the maintenance ticking over such that £400 or so doesn’t become an annual outlay.

Are you in a rural area @Lsinshirley ? There are various community schemes round here as well that help the elderly. Are social workers involved next door as well? - they might have a list of reputable tradespeople.
