    We often wonder how you can fill anything OUT. Surely you can only fill in, or do they say, would you fill out for Miss Smith, she having a day off.

    Fewer is for countable things thus fewer people means a place is less crowded.    Fewer drops, less rain.  Etcetera etcetera as the king of Siam would say.
