What do you mean by bluest? Darkest blue?

I have one called 'the president' and it looks like this:-

I think all "blue " clematis are really shades of purple.  Even Multiblue which I have.

I only grow the herbaceous kinds ; my favourite of them all , Clematis heracleifolia 'Cassandra' . Flowers in August .

No matter what colour you have - the flowers will alter depending on how mature they are, what the conditions are like, and whether the plant is in a sunny or a shadier site. Sun will tend to fade the stronger colours quite considerably.
Young flowers on a plant are often quite different from from older ones too.   :)
It's a place where beautiful isn't enough of a word....

Another vote for herbaceous clematis, C. integrifolia, quite blue when it fancies to be so:

Are you dead set on a clematis, or will another blue flower do?  My penstemon are the most electric shade of true blue fading to purple.

If you're set on a climber, there are a wide variety of blue morning glories.  Annual, but vigorous.. and they reseed fairly well in the area they were grown in previously.  Bit like nasturtium do.
