I'd agree - a lot of water being removed too, which clematis of most types really need. Is there anywhere else you can locate it?
I could see there was a tree of some kind nearby in one of the earlier pix, but was unsure if it was just the angle the photo was taken from. The cold weather over winter wouldn't affect it at all, it's just lacking sustenance to do it's job properly.
It's a place where beautiful isn't enough of a word....

Thank you to everybody for all your help I’m going to get some clematis feed and keep feeding it through the roots can I do this all through the winter as well? And here’s hoping it will flower in March
If the ground's wet through autumn, winter Andrea, you shouldn't need to do anything more. Some food at the end of winter will help. Just keep an eye on it if you have long dry spells. A good mulch of bark once the ground is good and damp, will also help. You can do that in October/November time when there's enough moisture in the ground. That should really benefit it.

No. The plant is dormant in winter so feeding is a waste of time. Feed it in spring with slow release food for clematis when active growth starts in spring and then weekly liquid feeds of tomato or comfrey or seaweed to promote flower bud production until the ned of July.
Then cross your fingers and hope the new spring foliage and buds are not wiped out by a heavy frost. I lost a 30' long montana to a -15C frost just as the flower buds were about to open and several macropetalas too.

Nothing wrong with the plant in my opinion, it looks perfectly healthy and happy, just don't prune it, don't water it, don't feed it. Show us the flowers in May.
If you keep feeding it you will get more and more green growth. I have Montana’s, they’re living in amongst a row of beech trees, never been fed, live on scrubby ground and are covered in flowers in May. These type of Clematis don’t need fussing.

You can do that in October/November time when there's enough moisture in the ground. That should really benefit it.

Incidentally, now is a good time of year to take cuttings from montanas
