I have the same in my garden, it was divided from my mums garden so we call it 'Barbara's bush'. That's its official name though.
Lovely plant, it gets more and more flowers on it every year.
I cut mine right back last year and now it's twice as busy as last spring
Don't cut it back ... it dies down naturally in the autumn, with the energy from the leaves passing back into the crown of the plant.
You can propagate by seed or by division, but peonies are notorious for being fussy about how they're planted
