I'd think that's suffering from two things @Stefaniasirchia - too much sun [also possibly a bit of cold on new foliage] and lack of water. There's a lot of planting in that bed/border, which is all competition. Fatsias need quite moist conditions as they have a lot of top growth, and even when it rains, a lot gets shed off to the surrounding planting/soil, because of the large waxy foliage. They're not always happy with too much sun either - they get bleached.
It's a place where beautiful isn't enough of a word....

where its planted it gets the morning sun, its been there for years and its never been this bad. The leaves are slowly dying and I've been told it could be rust only I don't know how to treat it. As my previous post I said that I've had them for about 14/15 years and its never been this bad. Some thing is wrong.
