I too planted this in the garden and the cats in the area have been rolling around it and have also taken to eating it! It looks a bit of a mess now. i wish I hadn't planted it!
I have mine in a large pot. It doesn't attract cats into my garden. Not all cats like it.
My cat will rub her head on it and then roll around on the patio next to it. I sometimes cut her off a little bit and she will roll on that, but never on the plant itself. I did buy it specifically for her though (mad cat woman)
I haven't tried growing it for similar reasons to you but may be worth investing in, just for the bees. They also do a miniature version of Perovskia which has less of a habit of collapsing.
I've got a couple of 'six hills giant'. Next door's cat is a known catmint addict but he doesn't venture into our garden to feed his habit. The three dogs have explained to him about the boundary fence and he seems content to roll in his own nepeta. Clearly the attraction isn't THAT strong

Don't be put off - it's s great plant and very pleased I tried it.
Grow mine in pots and local cats seems to ignore it
