    My concern would be, unless you have an expert operator on the digger, you're going to find that it might take years, literally years to settle to a perfectly level "garden" That's before you consider removing JUST the topsoil , moving it , and then moving it back into place.

    Does it flood because it's alongside a river/stream?

    If so you need to take advice from the Environment Agency before doing anything because the wrong sort of work to prevent water from flooding onto your land could increase the danger of flooding further downstream and you could find yourself at the sharp end of a very nasty legal situation.
