Dove's suggestion is excellent, even if you feel like strangling them. Do you know them well enough to knock on the door, or is that not really an option?
It's a place where beautiful isn't enough of a word....
I live in west central Scotland - not where that photo is...
WHAT AN EXTRAORDINARY THING TO DO; DID THEY REALLY THINK YOU WOULDN'T NOTICE! I THINK DOVE'S PLAN IS THE WAY TO GO AND ARE YOU ANY GOOD AT LAYING MINEFIELDS?
Whilst I was looking at the area in bewilderment, one of the neighbours gave me a 'what u doing?', said in a semi-aggressive tone. I said I thought a couple of plants may be missing or weeded out. I hadn't checked the photos then, as I'd only just noticed. It was met without an 'oh really?', or any attempt of resolution whatsoever at the time. I hadn't noticed the movement then. (That's if they have moved, it could just be a wicked coincidence.) Perhaps my dianthus (and friends) spontaneously died and all traces were eaten by slugs.
I wonder if someones child / dog has dug something out and a third party has hastily stuffed in back in place? (The wrong place) Though I think your neighbour obviously has some knowledge otherwise why the aggressive attitude. just trying to think of a more positive explanation it's just so bizarre otherwise.

I am outraged (still) at this business. It just makes you want to punch people clean in the face!

@plant pauper, I don't think using the caps-lock is a cause for violence.
I'll try and find a minute to chat with them. But to be honest there are more pressing neighbourly issues!
That is disgraceful Wayside, I feel for you.
