Are you sure it's not the tap root Mr J? Seeds know which way is up or down, can't remember the reason. If you're having problems sow them vertically not flat.
They do 'know' which way is up. Little heavy bits (a technical term) in the root tip cells are affected by gravity and something in there (I'm not getting too technical am I?) detects this and affects the transport of a hormone which stimulates cell elongation in the appropriate place. As soon as shoots reach the surface a similar mechanism makes them grow towards the light.
This works even if a cutting is planted upside down - try burying a short length of willow stem upside down if you don't believe this.
Planted some runners today in large yogurt pots, in my poly tunnel. Seed one year out of date, but we will see. Purchasing some fresh seed tomorrow just in case.

The root always grows first before the shoot which will have leaves on appears. If there is only one shoot it's the root
