Inconsistency with Nasturtium seed germination.

Last year I sowed some Nasturtiums indoors. The whole lot failed to come through. Conversely another batch were ok (same brand different packet). This year it is looking like another failure. Has anyone else had similar experience with this germination inconsistency?
