My money's on something that grows in acid soil
In the sticks near Peterborough
I'd say it's Pernettya mucronata...

I'm not that familiar with acid loving plants but I think it looks more like crinodendron as mollis suggests

looks too compact for crinodendron. But I might well be wrong.
Not sure it's Pernettya mucronata...looking at google images the 'fruits' all seem to be round in form. Your image shows a tail like a rose hip would have.
Having googled crinodendron using google images the only examples I can find are very large shrubs. This is only 20cm at best.
Doesn't mean it won't grow though.
Another acid loving plant and it is in a garden where the soil is on the acid side of neutral.
A good feed with an ericaceous fertiliser may get it to flower later on.
If this plant is getting towards full size at 15 to 20cm and it likes an acid soil I'm thinking of lifting it and putting it in a pot instead. At the mo it's swamped by much bigger shrubs etc.
