I agree, Fidget. (Should have believed you when you said it before... ) That would explain why they are impossible to dig up, with roots which spread across the garden.
The question is, where are they suckering from? If they're coming up from residual roots, say, from a cherry tree which has been cut down in the garden, they can safely be treated with weedkiller. But if there's a cherry tree next door, then applying weedkiller to the suckers may kill the existing tree. (I speak from experience when working as a gardener... )

Since 2019 I've lived in east Clare, in the west of Ireland.
I would use a brushwood killer like SBK, following the instructions carefully. If you're near a good garden centre you could ask them for up-to-date advice - garden chemicals are changing all the time. Good luck!
