Should I soak these first

Do I need to soak theses Liatris bulbs before planting? Also can I plant straight out in the ground or should I plant in pots in the greenhouse first?

I agree with @Fairygirl whose post wasn't there when I started typing. I'm a bit slow typing on my phone, arthritis.
