I found that the flower stalk grows longer the less sun the plant gets. So plant it at the back of a border and the stalk will grow that bit longer. I have same variety in my garden in different borders and it is compact at the front of sunny borders and lanky at the back.
I think that very tall aquilegias are par for the course this year, I have many which are well over a meter or more. I suspect it is due to dark days, no sunshine, they are trying to grow up to where the good light should be - but there is none. This afternoon it has turned sunny, and they are popping open even as I look - and are indeed very, very tall.

There are some new strains with upright flowers - most of them are indeed pendulous.
Ours are a couple of feet tall at the moment. Not sure what variety they are. Have some with pink pendulous flowers, and some with white horizontal.
