What is this plant, please?

It looks a little thistle-y but the leaves are not so spikey as those on the thistles growing nearby. The leaves are also a little more waxy. Thanks for any assistance!

The flowers are good for bees … the seeds are eaten by goldfinches. If it’s in a wildlife spot there’s no need to dig it up … it all depends on the circumstances. 😊
