    ..if it's been severed at the base then it will die, there's nothing you can do about that.  The rootstock will regrow from the base, but that will be a wild dog rose type.

    I am of course assuming it's a Standard Tree Rose you're talking about.

    I think photos would definitely help! 
    I fail to see how a pic of a rose stump will help at this stage.

    If it was in the way of their car I can understand why they would cut it down.
    many roses have thorns , not pleasant having to brush past that.
